Abstract
Benoit Frydman examines the complex challenge of realizing democracy on a global scale, analyzing three interdependent levels: the consolidation of state democracies in the face of globalization's transformations, regional integration in Europe, and, above all, the urgent democratization of global governance structures characterized by a glaring democratic deficit. The article explores constitutional engineering approaches aimed at adapting the democratic model to the regional and planetary levels, aligning with the Kantian tradition. However, Benoit Frydman acknowledges the major limitations of purely procedural reforms: global solidarity remains scarce, and the equitable redistribution of resources is largely failing.

Benoit Frydman examine le défi complexe de réaliser la démocratie à l'échelle mondiale, analysant trois niveaux interdépendants : la consolidation des démocraties étatiques face aux transformations de la mondialisation, l'intégration régionale en Europe, et surtout la démocratisation urgente des structures de gouvernance mondiale caractérisées par un déficit démocratique patent. L'article explore les approches d'ingénierie constitutionnelle visant à adapter le modèle démocratique aux niveaux régional et planétaire, s'inscrivant dans la tradition kantienne. Cependant, Benoit Frydman reconnaît les limites majeures des réformes purement procédurales : la solidarité mondiale reste rare et la redistribution équitable des ressources largement défaillante.
